Brief History

The town planning of Federal-B-Area dates back to 1950s when Karachi was still the capital of Pakistan and many new neighborhoods were getting built up to house the employees of the Federal Governemnt. The present day neighborhoods of North Nazimabad, Federal Capital (FC) Area and Federal-B-Area were all part of this vision to give Karachi a well planned capital city infrastructure. While North Nazimabad was laid out by Italian town planners, I am unable to research who did the planning for Federal-B-Area. Reader’s help is sought here.

Federal-B-Area, Mansoora and Gulberg Town

Over the years Federal-B-Area has changed a few names depending on which local government is in power but the original name of Federal-B-Area still thrives. In 1983 after a religious party’s victory in local body elections, Federal-B-Area was renamed as ‘Mansoora’ and North Nazimabad was renamed as ‘Taimuria’. These names however, didn’t become very popular. Today the name ‘Mansoora’ has become relegated to a cricket ground only in Federal-B-Area’s block 10 where as ‘Taimuria’ has been relegated to the name of North Nazimabad’s police station only.During Pervaiz Musharraf’s tenure, Federal-B-Area neighborhood was renamed again and it became Gulberg Town, but the orginial name still remains popular and is still written as the de-facto address on postal mail.

I recently came across an article by Osman Samiuddin at cricinfo.com where he has written about Federal-B-Area in following words:

Federal B Area - was originally designed for those entrusted with he running of Pakistan, in the days when Karachi was the capital. The country is not run from here anymore, but the roads are wide, the houses old, and here a neighbourhood is still a neighbourhood, not a random collection of houses. It is one of Karachi’s many beating hearts. If you drive through Federal-B-Area today, you may not be very impressed at first sight. It is a locality which has seen its glory days. The locality is now on its way to what is called ‘Urban Decay’ in the town planning terms. Houses and apartments built 30 years ago are crumbling. Many apartment buildings are in dire needs of repairs. During monsoon

months of strong sea-breeze the situation is like this sher:

Federal-B-Area is not a posh locality either and street crime is no less than other areas of the city “BUT” all these signs of ‘Urban Decay’ are our collective failure of civics and the society as a whole.

The reason we have chosen Federal-B-Area to be featured here is because of its well-planned infrastructure and town planning for which one has to see beyond the immediate first impression of an old locality to appreciate it.

The post below is a bit heavy on satellite images but I found it was the

best way to highlight the features of town planning, symmetry and

geometry that has gone behind the layout of Federal-B-Area.

Boundaries of Federal-B-Area:

Following image shows the whole Federal-B-Area locality roughly enclosed in the green polygon that I’ve drawn. North of Federal-B-Area is the locality of North Nazimabad with ‘Gujjar Nullah’ separating the two. Western boundary of Federal-B-Area is formed by the Railway Track of Karachi Circular Railway . East of Federal-B-Area is Gadap Town and South of Federal-B-Area is the locality of Gulshan-i-Iqbal with LyariExpressway and Lyari river separating the two.

Before we go further I want to point out the ratio of free space to residential areas in the above image. There are more than 40 free spaces or grounds within 10 square kilometer area of Federal-B-Area. This feature makes Federal-B-Area the candidate of best planned localities.

Sub-Divisions in Federal-B-Area:

Federal-B-Area is divided into 21 blocks (sub-zones). These are numbered 1 through 21, unlike North Nazimabad where blocks are numbered alphabetically from A through T. The 21 blocks of Federal-B-Area are divided into plots of various sizes wihch have following categories:

R - 120 sq yards,

A - 240 sq yards

B - 400 sq yards,

C - 600 sq yards,

D - 1000 sq yards

North Nazimabad, Karachi also follows the above plot categories with an

additional category of F - 2000 sq yds plots.

Twenty of federal-B-Area blocks are residential and one is Industrial. However, with the passage of time, just as it has happened to many other once grand localities of the city, people have started turning residential plots into more and more commercial enterprises. I’ve noticed that as cities grow older, people tend to move to outer suburbs and older localities start turning into commercial zones, godowns or high rises.

Shahrah-i-Pakistan through Federal-B-Area:

Another aspect of Federal-B-Area’s geography is that Shahrah-i-Pakistan runs through it. This main artery of the city roughly bisects Federal- B-Area into two zones. The importance of Shahrah-i-Pakistan cannot be over looked. It is the same road which runs from Karachi Port to all the way to Landi Kotal in NWFP.

North of Federal-B-Area (at Sohrab Goth chowrangi), Shahrah-e-Pakistan becomes the super highway which is scheduled to be upgraded as a 6 -lane Motorway (M9). At Hyderabad bypass, Super Highway meets the trans-Pakistan highway N5. Before Karachi Northern bypass (M10) was built, Shahrah-i-Pakistan through Federal-B-Area used to carry more than 75% of Pakistan’s road cargo from Karachi port to upcountry.

Federal-B-Area Block by Block:

Lets visit all the individual blocks of Federal-B-Area

Blocks 1 and 2:

Both blocks are located on the south side of Shahrah-i-Pakistan. The

se blocks border the Li

aquatabad area and are separated from it by the Karachi Circular Railway Track. Bazaar-e-Faisal is the main commercial center of Block 2. Karachi’s famous Government Delhi Boys Science College is also located in block 2.

Block 3:

It is also located on the South side of Shahrah-i-Pakistan. This is a very diverse area. Several languages are spoken here. Aga Khan community has a big presence in Block 3 besides Bantwa Memons, Okhai Memons, Katchi Memons, people with roots from Junagarh state etc. Meena bazaar is the main commercial center of Block 3.

Besides Miandad Sports, another place to frequent in Block 3 is ‘United Bakery’ which makes the best gulab-jaman in Pakistan

Block 4:

Block 4 is located on north side of Shahrah-i-Pakistan. A lot of residential plots in Block 4 are fast changing into commercial businesses like schools and hospitals. Look at the satellite image of Block 4 below and one can appreciate the symmetry as well as the ratio of free space to residential space.

Blocks 5 and 6:

Both of these blocks are located North of Shahrah-i-Pakistan. Block 5 borders North Nazimabad with ‘Gujjar nullah’ in between. Block 6 used to have a famous cricket ground by the name of ‘Gulfishan’. It is under the occupation of Pakistan Rangers for the past 17 years now. Just like Block 4, it is also fast changing into a commercial zone.

Block 7:

It is located on South side of Shahrah-i-Pakistan. Block 7 is f

amous for Sultan Mohammad Shah Aga Khan school and college as well as the tableeghi jamaat’s Madani Masjid.The photo below shows the image of Sultan Mohammad Shah Aga Khan school located in Block 7. Spread across 21 acres, it is also the largest school of karachi. It houses a Cricket ground, a soccer ground and a hockey ground besides several shaded areas. This is also the school where I spent 10 years of my life. As with all other blocks of Fede

ral-B-Area, a good part of my school days and hot summer afternoons from Grade V to Grade X were spent in the sports grounds of my school shown in the photo below. A ce

in Grade X - 1987. It was a historic moment for o

ur school otherwise we used to play on a turf wicket which we had to roll daily using a hand-roller pulled and pushed by atleast 5 guys together.

Block 8:

It is located on South side of Shahrah-i-Pakistan. It is famous for Jinnah groun

d. Karachi City government has plans to build a 140 ft tall fountain in Jinnah ground which is also close to the HQ of ruling part in Karachi in Block 8 of Federal-B-Area.

Block 9:

and Shadab Soccer Ground in Block 11. Shadab used to be a cricket ground but lately it has been turned into a soccer ground. Block 13 has Federal-B-Area’s police station called ‘Gulberg Police Station’.

Blocks 11, 12 and 13 combined are also called Gulberg.

Before moving to Lahore, Javed Miandad had a residence in Block 12.

Blocks 14 and 15

All these blocks are located on East side of Shahrah-i-Pakistan. Main landmarks in B

BL Sports Complex. The cricket ground of UBL Sports complex is a first class Cricket venue. The comples and also includes an astro-turf hockey Ground and a track-and-Field arena as seen in the image below.

Block 16:

Block 16 is famous for Karachi Medical and Dental College. Block 16 has several aparmtent blocks especially along the main roads. One of them called Yousuf Plaza located in Block 16, is one of the largest apartment complexes in Pakistan.

Blocks 17 and 18:

All these blocks are located on north side of Shahrah-i-Pakistan. Block 17 is als

o called ‘Samanabad’. It is famous for Pak-Flag Hockey Ground located he

re. Block 18 area is also called ‘Ancholi’.

Blocks 19 and 20:

Block 19 and portions of Block 20 are called ‘Al Noor’ society and both blocks

are located north of Shahrah-i-Pakistan.

Block 21:

This is the industrial zone of Federal-B-Area with several industrial

units and a now defunct Movie Studio located here. Some of the industries located in Federal-B-Area include Textiles and

Packaged Food.

Population: According to 1998 census, the population of Federal-B-Area was 453490.

Karachi Mass Transit Plan and Federal-B-Area

Karachi’s Mass transit Plan (KMTP) had an elevated light train planned for Federal-B-Area which was to run from Sohrab Goth to Merewether Tower with Sohrab Goth-Karimabad portion falling in Federal-B-Area.

My personal sense is that KMTP is now practically dead as current City Government has come up with their own Karachi 2020 Vision and they are concentrating on several Signal Free Corridors (2 East-West Corridors are built and 1 North-South corridor is under construction).Federal-B-Area has also gained on all this infrastructure development and is within reach of atleast 2 Signal Free corridors and Lyari Expressway. Telephone Exchange: Federal-B-Area has a dedicated land line Digital Telephone Exchange under PTCL. The telephone area code for Federal-B-Area exchange (called Azizabad Exchange) is 636.

Closing Remarks:

I’ll put Federal-B-Area as second to only North Nazimabad in town planning features in Karachi. On Pakistan level, I’ll place it several localities down the line behind Islamabad sectors, Lahore’s Model Town and a few cantonments. In a big picture, it is definitely in one of the top town planning examples of Pakistan.

The Foundation

Baqai Medical University

The Baqais( Dr.Fareed Uddin Baqai and Dr.Zahida Baqai) both medical practitioners and surgeons by profession, after completing their medical education in Pakistan and Great Britain, started practicing the art of healing in an underdeveloped country and in a fast growing city of Karachi, the then capital of Pakistan. The enormity and complexity of health care problems and the paucity of proper infrastructures for health care delivery systems motivated them to develop a comprehensive concept of community development on the basis of self reliance and without depending upon the public sector financing. Chartered in 1983, Aga Khan University is a private, autonomous university that promotes human welfare through research, teaching and community service. Based on the principles of quality, access, impact and relevance, the University has campuses and programmes in Afghanistan, East Africa, Egypt, Pakistan, Syria and the United Kingdom. Its facilities include teaching hospitals, Nursing Schools and a Medical College, Institutes for Educational Development, an Examination Board and an Institute for the Study of Muslim Civilisations. Fifty per cent of students in the Medical College are also women. The University's admission policy is needs-blind and based on merit.

While the University sets its sights on the latest breakthroughs in health sciences and technology, as well as the application of well-proven and appropriate technologies that have been insufficiently applied in Pakistan, it also seeks to integrate systems of values, ethics and principles. In doing so, AKU is an important force for pluralism, teaching the skills of critical thinking, analysis and problem-solving, while inculcating moral reasoning, ethics and respect for others.

In its first two decades, AKU's major focus was in the fields of health and education. In the decade ahead, the University plans to step beyond professional education towards becoming a comprehensive university.

Following the liberal arts model, a Faculty of Arts and Sciences will be established on a new campus in Karachi and East Africa. It will develop skills in critical thinking and analysis, raise proficiency in verbal and written communication, enhance human resource development in the region, and advance understanding in particular academic disciplines.

Another programme under consideration is an Institute of Human Development, which will be dedicated to advancing the understanding of the effects and conditions of early childhood on subsequent well-being and performance, and the application of this understanding to the development of interventions and evaluation to assess their potential efficacy and applicability.

Spread over 1200 acre of land, the University of Karachi was established through the parliament as a Federal University in 1951. However, through another act of the parliament in 1962 its status was redefined as university of the province of Sindh. On 23rd October, 1950 the Karachi University Act was passed and after an amendment in 1951 it was enacted and Prof A.B.A Haleem was appointed as its first Vice Chancellor. For the first two years, the University of Karachi remained as an examination University for the affiliated colleges. In the year 1953 it started its teaching and research activities at two Faculties of Arts and Science. Opened with an initial intake of 50 students, the university is now a sprawling structure of 53 Departments and 20 world class and highly reputable Research Centers and Institutes, under eight faculties of Arts, science Islamic Studies Pharmacy Commerce & Business Administration, Law, Education and Medicine. At present the enrolment of a regular student at the Campus is slightly over 24,000. There are about 700 teachers and more than 2500 supporting staff.

The University in the beginning was housed in small buildings was housed in small buildings adjacent to the Civil Hospital. Meanwhile, due to rapid expansion, it began to be felt that the space in which the university was functioning was not enough for its needs.

Moreover the atmosphere of the congested and polluted area was not conducive to higher education and research. Thus a plot a of a1279 acres of land was acquired on the Country Club Road (now University Road). On 18th January 1960 the university was shifted to the new campus. Thus began a new phase in the life of the university. The day is still commemorated by various old students’ Association and the University administration jointly.

Karachi University always proudly mentions the names of renowned educationists and scholars associated with this institution of higher learning like, Dr. I. H. Qureshi, Dr. Mahmud Hussain, Dr. Salemuzzaman Siddiqui, Dr. Afzal Hussain Qadri, Dr. M. M. Ahmed , Dr Mujtaba Karim, Prof. M. Ilyas, Prof. Q. Fareed, Dr. Ibadur Rehman Khan, Prof Muntakhib ul Haq, Prof. Memony, Dr. S. M. Yousuf, Dr. M.A Wali, Dr. Karawala. The faculty was drawn not only from Pakistan but also included eminent educationists form Europe and America.

The Karachi University today is the biggest university of in the country. It comprises eight faculties with which all the colleges of the city are affiliated B.S, M.S, M.Phil and Ph.D classes under five of these faculties Arts, Science, Pharmacy, Commerce and Islamic Learning are conducted on the campus, while under the Faculties of Medicine, law and Education it examines the students admitted to their affiliated colleges. Research programmers leading to M.Phil and Ph.D Degree are offered under all the faculties.

Science

The Science Faculty which consists of 23 departments and five research Institutes can be said to be the biggest scientific centre in the country. The Research Institutes include the HEJ Research Institute of Chemistry, which is world renowned and has also been designated World Academy of Science. It is the prime research institutes of the country and has high level research faculties for chemical science particularly Natural Product Chemistry.

Other Institutes are Dr. Punjwani Centre for Molecular Medicines and Drug Research, Khan Institutes if Biotechnology and Genetic Engineering, Dr Afzal Hussain Qadri Biological Research Centre, which is a common research facility for all the biological science departments; the Marine Resources Collection and Research Centre, which is the biggest repository of marine life from the Arabian Sea. National Nematological Research Centre, which undertakes research in plant pest control. Centre of Excellence in Marine Biology, a federally founded centre for the study of marine fauna of the Arabian Sea; the Institute of Environmental Studies, Institute of Molecular Genetics and Umair Basha Institute of Information Technology which is going to become operational after up gradation of the present department of Computer Science.

It is noteworthy that the number of M.Phil/Ph.D in science produced by the Karachi University far exceeds the number produced in any other university of the country. So far, about 600 M.Phil, 300 Ph.D, 7 D.Sc and 7 D.Litt. degrees in Science have been awarded by the university. The University teachers are also involved in various research projects and contribute regularly to publications of home and abroad. Only in 2006 the number of published research papers by the reaching and research faculty of the university is 506.

Library

The library of the university is one of the largest libraries in the country. Housed in spacious building, it has a collection of 360,000 books, and 110,000 copies of national and foreign journals and periodicals.

There is also a microfilm section which has copies of rare manuscripts from the British museum, the India Office Library and the Bodleian and Cambridge University libraries.

A highlight of the library is the Quaid-i-Azam’s personal collection of books, many of which carry his own signature. Copies of the All India Muslim League papers are also available. Work is in progress for setting up a resource centre, equipped with internet and scanner microfiche. Now the Central Library is being gradually digitalized and will be able to cater the larger number of students. The LEJ National Science Centre is the most significant addition to the Karachi University which is a recent development.

The centre not only houses one of the largest digital one libraries of the mechanism and capacity to assist other campus library by resources and provide leadership in the application of technology to help the researchers, scientists, scholars and students of academic and R&D institutions of Pakistan Facilities of video conferencing are available and fully operative. Beside the central library, every department also has its own seminar library equipped with the necessary books.

Evening Program

The University of Karachi introduced the Evening program in 195 to provide an opportunity to the in service peoples and professionals to pursue higher education in the evening initially at a few departments The program started while gradually the number of departments offering degree courses in the evening has increased.
Four Year Degree Program: The latest development this year is the introduction of four year degree program at the University to bring the university education at par with the International standards. In the revised curricula of four years program a number of new subject have been added to enable the passed out students to have wider opportunities in the job market.

New Era of Development

The University of Karachi witnessed a new era of speedy developments in all spheres when Dr. Ishrat Ul Ebad Khan took over as Governor of Sindh and Chancellor of the universities in the province. His deep personal interest and commitments in the university affairs is an ongoing source of continued interest in academic, research and managements activates at the intellectual growth at the campus.

The University has now embraced upon a gigantic process of multifaceted progress with emphasis on capacity building and quality enchantment. Ever since its inception, it is in this era that constitutional and statutory bodies of the university are holding their meeting with regular intervals, further bolstering the process.

Regular holding of Selection Boards has enabled the University to add more than two hundred new teachers to various faculties and departments in 2006 07. Many departments in faculties of science and Arts where strengthened by modernizing facilities recently to enhance their quality and productivity.

These include Departments of Physics, Chemistry, Statistics Food Science and Technology, Biotechnology, Computer Science and Mass Communications. For common facilities for science in various scientific disciplines a centralized science lab has been established. It has further enhanced the capabilities for scientific research. Some noteworthy developments which serve as land marks in the university include a highly sophisticated and well equipped Herbarium for research in plant science.

Already completed Botanical Garden is first of its kind in the country. The Garden adds plenty of beauty to the campus on the one hand while on the other it serves as an open lab for the Plant scientists.

Construction of hostels for the visiting faculty and research scholars and additional facilities for M.Phil/Ph.D scholars, have further enhanced chances for quality and speedy research. The perennial residential problems at the campus is also expected to solve partially with the completion of new blocks of the staff apartments.

All these and many other successes were due to active encouragements the university received from the Higher Education Commission and the Chancellor of the University.

A number of new developments projects are on the anvil while many others are at various stages of completion. The University is now moving fast on the path of developments playing its due role in the national development.

Pakistan State Oil has launched "E10 Gasoline" in Karachi . The new fuel in which ten percent ethanol is blended with petrol ,which would be cheaper by Rs2.40 per litre compared to petrol.Ethanol - a byproduct of molasses through distillation, would not only be comparatively cheaper for motorists but will also enhance performance of the engine through lead removal as it posses high octane rating for better fuel economy. Ethanol also offers a way to reduce green house gas emissions from transportation sources. The research has determined that ethanol presents less of pollution risk to drinking water. It would also benefit the farmer, who would feel attracted to grow more sugarcane and get adequate compensation.The other countries in the world where ethanol is already being used as fuel are USA, Denmark, Sweden, Brazil, and India.

Karachi is the financial and commercial capital of Pakistan; it accounts for a lion's share of Pakistan's revenue generation. It generates 70% of the total national revenue (federal and provincial taxes, customs and surcharges), Although a larger part than this amount account for as indirect tax contribution.[10] Karachi produces about 42 percent of value added in large scale manufacturing and 25% of the GDP of Pakistan. In February 2007, the World Bank identified Karachi as the most business-friendly city in Pakistan.

Karachi is the nerve center of Pakistan's economy. The economic stagnation due to political anarchy, ethnic strife and resultant military operation during late 80s and 90s led to efflux of industry from Karachi. Despite this severe shock, Karachi claims the highest per capita income in South Asia, with a GDP per capita greater than $8,000 today.

Most of Pakistan's public and private banks are headquartered on Karachi's I.I. Chundrigar Road, while most major foreign multinational corporations operating in Pakistan have their headquarters in Karachi. The Karachi Stock Exchange is the largest stock exchange in Pakistan, and is considered by many economists to be one of the prime reasons for Pakistan's 8% GDP growth across 2005.[12] During the 1960s, Karachi was seen as an economic role model around the world, and there was much praise for the way its economy was progressing. Many countries sought to emulate Pakistan's economic planning strategy and one of them, South Korea, copied the city's second "Five-Year Plan" and World Financial Centre in Seoul is designed and modeled after Karachi.

Recently, Karachi has seen an expansion of information and communications technology and electronic media and has become the software outsourcing hub of Pakistan. Call centres for foreign companies have been targeted as a significant area of growth, with the government making efforts to reduce taxes by as much as 10% in order to gain foreign investments in the IT sector

Many of Pakistan’s independent television and radio channels are based in Karachi including world popular Business Plus, GEO TV, KTN,[17] Sindh TV,[18] CNBC Pakistan, Samaa TV, TV One, ARY Digital, Indus Television Network and Dawn News as well as several local stations.

Karachi has several large industrial zones such as SITE, Korangi, Northern Bypass Industrial Zone, Bin Qasim and North Karachi located on the fringes of the main city. The primary areas are textiles, pharmaceuticals, steel, and automobiles. In addition, Karachi has a vibrant cottage industry and there is a rapidly flourishing Free Zone with an annual growth rate of nearly 6.5%.

Among projects of note, Emaar Properties is proposing to invest $43bn (£22.8bn) in Karachi to develop Bundal Island, which is a 12,000 acre (49 km²) island just off the coast of Karachi.[23] The Karachi Port Trust is planning a Rs. 20 billion, 1,947 feet (593 m) high Port Tower Complex on the Clifton shoreline. It will comprise a hotel, a shopping center, an exhibition center and a revolving restaurant with a viewing gallery offering a panoramic view of the coastline and the city.
